Clerk to Southam Parish Council


Southam Parish Council  is seeking to appoint a suitably qualified and experienced Clerk / Responsible Financial Officer. The parish covers the village of Southam, the Noverton Estate in Prestbury and much of Cleeve Common.

We are a friendly Parish Council comprising 7 councillors and we meet monthly in the evening on the second Tuesday of each month.

The main duties are:

• Preparing agendas, attending meetings, taking minutes, advising Councillors on procedural and legal matters, and progressing actions, as well as keeping policies and procedures under constant review.
• Handling all incoming and outgoing correspondence and acting as the first point of contact for residents.
• Managing the Council’s finances.  (Precept £12,000) Settlement of invoices, collection of newsletter income, VAT reclaim, budgeting, bank reconciliations, financial monitoring and reporting, preparation for internal audit and completion of year end procedures.
• Coordinating and submitting responses to planning applications.
• Uploading statutory information to the village website.  The Council plans to have its own dedicated website.

The hours of the post are 6 per week (working from home - £6 per week allowance payable) which can be worked flexibly other than attendance at the meetings.


SCP 13 -17 £11.97 - £12.95 per hour dependent upon experience and qualifications (£23,023 - £24,920 pa pro rata) but this is negotiable for applicants holding relevant qualifications such as CiLCA.

Overall Responsibilities

The Clerk to the Council is the “Proper Officer” of the Council and as such is responsible for  ensuring that the instructions of the Council in connection with its function as a Local Authority are carried out. The Clerk advises the Council on, and assists in the formation of, overall policies to be followed in respect of the Authority's activities and in particular to produce all the information required for making effective decisions. The person appointed will be accountable to the Council for the effective management of all its resources, and this includes acting as the  Responsible Financial Officer and being responsible for all financial records of the Council and the administration of its finances.

Specific Responsibilities

1. To prepare, in consultation with appropriate members, agendas for meetings of the Council. To attend such meetings and prepare minutes for approval.  Meetings are held in the evening on the second Tuesday of each month and generally last about 1 hour.

2. To ensure that statutory and other provisions governing or affecting the running of the Council are observed.

3. To monitor and balance the Council's accounts and prepare records for audit purposes and VAT.

4. To ensure that the Council's obligations for Risk Assessment are properly met.

5. To receive correspondence and documents on behalf of the Council and to deal with these or bring them to the attention of the Council. To issue correspondence as a result of instructions of, or the known policy of the Council.

6. To act as the main point of contact with parishioners, as required.

7. To receive and report on invoices for goods and services to be paid for by the Council and to ensure such accounts are met. To issue invoices on behalf of the Council for goods and services and to ensure payment is received.

8. To liaise where necessary with the relevant officers of Tewkesbury Borough Council and Gloucestershire County Council in matters affecting the activities of the Council.

9. To draw up both on his/her own initiative and as a result of suggestions by Councillors proposals for consideration by the Council and to advise on practicability and likely effects of specific courses of action.

10. To supervise and sign-off work by sub-contractors ensuring they work within Health & Safety guidelines and to the satisfaction of the Council.

11. To monitor the implemented policies of the Council to ensure they are achieving the desired result and where appropriate suggest modifications.

12. To act as the representative of the Council as required.

13. To issue notices and prepare agendas and minutes for the Annual Parish Meeting.

14. To prepare, in consultation with the Chairman, press releases about the activities of, or decisions of, the Council.  To update the parish council website and social media networks, and to produce in conjunction with the Chairman the Council’s contribution to the parish newsletter which is published every two months.

15. To attend training courses or seminars on the work and role of the Clerk as required by the Council.

16. To work towards the achievement of the status of Qualified Clerk as a minimum requirement for effectiveness in the position of Clerk to the Council.
