Estates Officer

Cirencester/Agile & Homeworking

12 month fixed term contract (maternity cover)

Publica is seeking to recruit an enthusiastic and flexible individual to join the Assets Team as an Estates Officer.  The role will assist in the management of the commercial investment and service property portfolios for Cotswold, West Oxfordshire and Forest of Dean District Councils.  The role is varied involving correspondence, drafting reports and site visits and tenant liasion.  If you have had experience of property administration, property legal work or are a trainee surveyor this could be the role for you!

About the role

As part of a team you will provide an estate function for all internal and external occupiers of the three Councils property.  To agree/negotiate heads of terms for new lease and licence transactions and subsequent lease & licence renewals and rent reviews, resale covenants and restrictions.  To obtain the requisite authorities to process those transactions in accordance with the Councils Schemes of Delegation for Land and Property and the Councils Acquisition and Disposal Policy and to communicate and liaise with all interested parties through to completion.

A key area of this role is to carry out day to day estates management, co-ordination and administration of the Councils land and property portfolio and associated transactions, in accordance with the Councils policies, aims and objectives including the Councils Land & Property Asset Management Plan.

You will need

• A qualification in your area of expertise, equivalent to a degree or relevant experience of five years
• To be educated to A Level standard or equivalent in a relevant subject
• Knowledge and understanding of the issues and legislation affecting estates and property issues and ability to negotiate on property and estates related matters.
• Good level of IT skills and ideally experience with Land Terrier and Geographical Information Systems.
• To be able to communicate effectively at all levels (excellent verbal and written skills).
• To be customer focussed, responsive, and co-operative with customers.

•  Ability to travel and access to a car for work purposes

Main purpose of this specific role:

As part of the Assets Team carry out day to day estates management, co-ordination and

 To tender, appoint and manage agents, valuers, surveyors, and other consultants
as necessary and to instruct the Council’s Legal officers in connection with the negotiated terms of property transactions (e.g. disposals/ acquisitions, leases/ licences and their review/renewal).

 To be responsible for tenant liaison during lease/ license term including tenant
meetings and act as a point of contact for maintenance and management issues
and ensuring Council’s repairing responsibility is passed to maintenance team for
action. To monitor tenant obligations for repairs etc. and where appropriate
negotiate on breaches of lease covenant and surrenders etc where necessary. To
be responsible for ensuring all obligations are met by tenants and owners/occupiers and copies recorded on file.

 To undertake annual landlord’s property inspections and boundary checks and
report on and seek to remedy any contractual compliance, condition or
encroachment issues. Ensure that possible issues of adverse possession (which
could result in the Council losing possession of land or property) are reported and
dealt with immediately.

 To be responsible for debt recovery for rent, service charge recovery and accounts,
Rating Surveyor management and EPC Surveyor.

 To assist the Asset Manager and Property and Facilities Manager in carrying out
property reviews and budget preparation.

 To carry out any such duties as may be allocated from time to time by the Asset
Manager, Business manager and Group Manager.
