Project Management Consultant with Health and/or Social Care experience


The VCS Alliance is seeking a qualified Project Management Consultant with experience
of working at a senior level in health and/or social care, to support the delivery of a
NHS-led initiative called the VCSE Leadership Programme.

The programme aims to facilitate better partnership working between statutory health
and social care providers and the VCSE sector, in order to enhance the role of the latter
in strategy development and the design and delivery of a fully integrated care system.

The purpose of this role is to represent the VCSE effectively at a senior level with the
care system in Gloucestershire, ensuring that the sector is an equal partner in designing,
implementing and delivering care services.

We anticipate this work taking around 2 days per week and lasting around 12 months.

NHS England recognises the VCSE sector as a key transformation, innovation and
integration partner. The sector provides a voice from the frontline and is critical in the
delivery of integrated and personalised care and helping to reduce health inequalities.

The Long-Term Plan (LTP) highlights the importance of enhancing the role of the sector
and strengthening its voice at strategic level.

The Gloucestershire VCS Alliance was created as an infrastructure organisation in 2013.
Its object is to be the independent voice that informs, strengthens and develops the
voluntary and community sector in Gloucestershire. It has always worked well with

Gloucestershire County Council and the Clinical Commissioning Group to help develop
the relationship between the public sector and VCSE. In April 2018 a VCSE Public Sector
Engagement Strategy was endorsed by the STP; we see joining Cohort 2 of the STP/ICS
Voluntary, Community and Social Enterprise Leadership Programme as an opportunity
to update and expand that existing strategy to align with the ambitions of the Leadership Programme.

Background to the Project

NHS England and NHS Improvement established the Sustainability and Transformation
Partnership / Integrated Care System VCSE leadership accelerator programme in

The purpose was to:

• Encourage and enable the sector to work in a co-ordinated way.
• Provide the STP/ICS with a single route of contact and engagement with the
sector and links to communities.
• Better position the VCSE sector in the STP/ICS and enable it to contribute to the
design and delivery of integrated care and have a positive impact on heath
priorities, support population groups and reduce health inequalities.

Overall objectives
The overall objectives of this programme are to:

• Develop diverse and inclusive VCSE leadership structures across an STP/ICS,
providing a strategic voice and helping to support the delivery of integrated care.
• Demonstrate the value of partnership working between the VCSE sector and
STP/ICS and how this can positively impact on health and care services,
communities and help to reduce health inequalities.
• Support equal and sustainable relationships and co-production between the
VCSE sector and STPs/ICSs with commitment from all parties.
• Enhance the reputation of the VCS Alliance by establishing active links between
the ICS Board, relevant workstreams and/or strategy groups and place-based or
neighbourhood-level groups.
• Help develop and support active two-way communication and feedback
mechanisms between the ICS/STP and VCSE sector at system, place and
neighbourhood levels, ensuring that the voice of the VCSE sector is heard.
• Ensure the VCSE alliances/ leadership groups are inclusive i.e. representing
organisations of all sizes and diverse communities, including those with
protected characteristics and who experience health inequalities


• The post holder will ensure the VCS Alliance has the capacity and skills to
effectively connect the VCSE with all levels of the care – to do this effectively it is
critical that the post holder understands both the care system and the local VCSE
• The post holder will be confident of delivering all of the objectives of this
programme and will be able to demonstrate a record of delivering programmes
of similar importance.
• The post holder will demonstrate creative approaches to working with the sector
in order to find new ways to engage hard-to-reach groups.
• The post holder will have a proven track record of working as a consultant
ideally within the care system and/or voluntary sector.
• Support the role out of Population Health Management and support the
development, design and implementation of the work streams that develop from
working with Integrated Locality Partnerships and Primary Care Networks.
