As we embark on an exciting period of growth, we are developing a brand-new supported living service across the Gloucester and Cheltenham area. We are looking for an experienced and ambitious **Registered Manager** to join us at this important stage and play a key role in building the service from the ground up.
This is a unique opportunity for the right individual to have a genuine influence on how the service is developed, delivered and embedded within the local community.
## About the Role
We are seeking an **experienced, motivated and highly capable Registered Manager** to lead the development and management of our new supported living service.
The successful candidate will play a pivotal role in taking the service from development and commissioning through to operational delivery. You will establish robust systems, recruit and develop a high-performing team, build strong relationships with Adult Social Care and commissioners, navigate the tendering process, liaise with funders and ensure the service meets all relevant CQC and contractual requirements.
You will have the opportunity to **shape the service from day one** and help establish a strong culture based on dignity, respect, independence, safeguarding and excellent outcomes for the people we support.
## Key Responsibilities
### Service Development & Mobilisation
* Lead the development and mobilisation of the new supported living service from the ground up.
* Work closely with the Directors to establish the service model, policies, procedures and operational systems.
* Develop effective processes for referrals, assessments, admissions, care planning, risk management and safeguarding.
* Establish strong relationships with **Adult Social Care, local authorities, commissioners and other relevant professionals**.
* Lead and support the organisation through the **adult social care tender and commissioning process**, including navigating relevant online procurement and commissioning portals.
* Prepare and contribute to tenders, service specifications, mobilisation plans and commissioning documentation.
* Develop effective relationships with social workers, care coordinators, mental health professionals, housing providers and other stakeholders.
* Help establish Mullaney Living's reputation as a trusted, high-quality provider.
### CQC & Regulatory Compliance
* Ensure the service operates in accordance with all relevant **CQC regulations, legislation, guidance and fundamental standards**.
* Lead the service towards and through CQC registration requirements, where applicable.
* Establish a strong culture of compliance, quality assurance, safeguarding and continuous improvement.
* Ensure robust systems are in place for audits, incidents, complaints, safeguarding, medication management, risk assessments and care planning.
* Maintain accurate and up-to-date records and documentation.
* Ensure the service is consistently prepared for regulatory inspection.
* Monitor performance against CQC expectations and contractual requirements and implement improvement plans where necessary.
### Recruitment & Workforce Development
* Develop and implement the staffing structure required for the new service.
* Lead the **advertising, recruitment, selection and onboarding of staff at all levels**.
* Ensure recruitment is undertaken safely and in accordance with safer recruitment principles.
* Complete and oversee appropriate employment checks, including references, right to work and DBS requirements.
* Build a skilled, reliable and values-led team.
* Develop staff induction, training and ongoing professional development programmes.
* Provide effective leadership, supervision, performance management and support to staff.
* Promote a positive workplace culture based on dignity, respect, accountability and person-centred practice.
* Manage staffing levels, rotas, annual leave, sickness and workforce planning effectively.
### Service & People Management
* Provide strong day-to-day leadership and operational management of the service.
* Ensure individuals receive **high-quality, person-centred support** that reflects their individual needs, goals, preferences and aspirations.
* Promote independence, choice, dignity and community involvement.
* Oversee assessments, support plans and risk management plans.
* Ensure appropriate safeguarding arrangements are maintained.
* Work collaboratively with families, advocates, social workers, mental health professionals and other stakeholders.
* Monitor the quality of support being delivered and take immediate action where standards fall below expectations.
* Manage incidents, complaints and concerns professionally and effectively.
* Develop a culture of openness, learning and continuous improvement.
### Funders & Stakeholder Relationships
* Develop and maintain professional relationships with **funders, commissioners, local authorities and other external stakeholders**.
* Liaise with funding bodies regarding placements, packages of support, reviews and changes in individual needs.
* Attend relevant meetings, reviews and commissioning discussions.
* Provide accurate information and reports to funders and commissioners as required.
* Support the organisation in maintaining strong occupancy and sustainable service delivery.
## About You
We are looking for an individual who is **experienced, confident, commercially aware and passionate about delivering outstanding supported living services**.
You will ideally have:
* Proven experience as a Registered Manager or in a senior management role within adult social care.
* Experience working with **adults with mental health needs**, ideally within supported living, residential care or a similar setting.
* Strong knowledge of CQC requirements and adult social care legislation.
* Experience developing or mobilising a new service would be highly desirable.
* Experience working with **Adult Social Care and local authority commissioners**.
* A good understanding of local authority commissioning and tender processes.
* Experience navigating online adult social care/procurement portals and contributing to successful tenders.
* Proven experience in recruitment, staff management, supervision and workforce development.
* Excellent understanding of safeguarding, risk management, care planning and quality assurance.
* Strong written and verbal communication skills.
* The ability to build positive relationships with commissioners, funders, professionals, families and staff.
* Excellent organisational, leadership and problem-solving skills.
* A proactive approach, with the ability to work independently and make sound decisions.
