Salary: £48,738 to £54,229 per annum

Learning, Development and Employee Engagement Manager - The role:


This is a key role where you will help shape the future of our people, supporting them to develop, grow and contribute to a culture of inclusion and continuous improvement. Working closely with senior leaders and managers, you will not only ensure our people development strategies align with our corporate plan and ambitions, but you will also play a pivotal role in shaping a workforce that is agile, resilient and ready to meet future challenges.

Learning, Development and Employee Engagement Manager - Key responsibilities:

- Develop and implement a Council-wide L&D strategy aligned with corporate objectives and values

- Lead the design and delivery of learning initiatives that promote inclusion, innovation, and continuous improvement

- Oversee career development, succession planning, and talent management frameworks

- Deliver a structured programme of leadership and management development to build capability at all levels

- Lead the development of employee engagement plans that foster a positive and inclusive workplace culture

- Develop and maintain robust evaluation frameworks to measure the effectiveness and impact of L&D programmes

- Manage the L&D budget effectively, making data-driven decisions to optimise resource allocation and impact

Learning, Development and Employee Engagement Manager You:

- CIPD or equivalent or equivalent work experience in the L&D field

- Proven experience in leading strategic L&D and engagement initiatives within a complex organisation

- Experience in managing budgets and evaluating programme effectiveness

- Team leadership and management experience

- Strong understanding of talent management, leadership development, and organisational culture

- Excellent communication, stakeholder engagement, and influencing skills.
