Job Description
Overall Responsibilities
The Responsible Financial Officer will be responsible for all financial records of the Council and the careful administration of its finances. The Responsible Financial Officer will produce all the information required for making effective decisions and to implement constructively all decisions, within the agreed time frame. The Responsible Financial Officer will be accountable to the Council for the effective management of all its resources and will report to them as and when required.
Salary: NJC Scale 9 - 17 dependent on experience and CiLCA Qualification.
Hours: 15 hours per week.
Place of Work: Office Based.
Specific Responsibilities:
1. To monitor and balance the Council's accounts and bank accounts, and prepare records for audit purposes and VAT in a timely manner.
2. To prepare regular financial reports for the Council, covering budget monitoring, fund balances, receipts and payments, payroll summary, and other relevant matters within the required timeframe.
3. Prepare draft estimates which, when approved by the Council, will form the Annual Budget for monitoring and control purposes, as well as report on comparisons between actual and budgeted expenditure to appropriate committees and the Council within an appropriate timeframe.
4. Submit the precept to the billing authority within the agreed timeframe.
5. To work closely with, supply information and complete returns to internal and external audit and ensure that Management Reports are reported to the Council and the statutory external audit requirements are completed each year.
6. To make arrangements for the opportunity for inspection of the Council’s financial records in accordance with the Audit Commission Act 1998 and the Accounts and Audit Regulations 2004.
7. To receive, check for accuracy and prepare for payment all invoices for goods and services. Where relevant, to issue invoices on behalf of the Council for goods and services and to ensure payment is received, as required.
8. To undertake all necessary activities in connection with the management of salaries, conditions of employment and work of all staff.
9. To maintain the Council’s register of property and assets as required by the Accounts and Audit Regulations and proper practices.
10. To manage insurance and other risks, process claims as necessary and report as appropriate to the Council or appropriate Committee.
11. To act as the representative of the Council as required, including attendance at conferences/seminars.
12. To attend training courses or seminars on the work and role of the Responsible Finance Officer as required by the Council.
13. To continue to acquire the necessary professional knowledge required for the efficient management of the affairs of the Council.
