Clerk and Responsible Financial Officer (RFO)

Job Description:

Deerhurst Parish Council is a proactive and community-focused council looking for a motivated and organised individual to serve as Clerk and Responsible Financial Officer (RFO).

This is a key role at the heart of local democracy, providing legal and procedural advice, supporting the smooth running of meetings, and managing the council’s finances.

As the Council’s Proper Officer, you’ll work closely with the newly elected Chair to ensure decisions are transparent, lawful and in the best interests of our community. Duties include preparing agendas and
minutes, managing correspondence and accounts, maintaining the parish website, overseeing allotments, and supporting the development of councillors. You’ll also act as the main point of contact for members of the public and local organisations.

The role offers flexible working arrangements, primarily from home, with attendance required at monthly council meetings and occasional working group sessions held at Apperley Village Hall. You must be IT literate,able to work independently, and store council equipment and files securely at home.

Previous experience in local government is desirable, especially advising elected members, but full training can be provided—including the opportunity to work towards the Certificate in Local Council Administration (CiLCA).

Salary is based on the National Association of Local Councils’ pay scale and will reflect your qualifications and experience.
